KUALA LUMPUR: Cuepacs is calling on civil servants in the Support Group II to “work to rule from 8am to 5pm” following the refusal of department heads to pay them overtime.
As the umbrella organisation of civil service unions, Cuepacs has expressed its dismay that these civil servants from the support staff category, who include drivers, medical assistants and office assistants, have not been given their overtime pay since December last year.
Its president Omar Osman said Cuepacs had received evidence that about 60% of these 450,000 support staff had not been paid their dues although they were asked to work overtime on Saturdays and Sundays.
“These workers were told that they would be given days off instead of overtime. They were told that overtime could not be paid due to budget constraints.
“They were also given warnings that they would face disciplinary action if they refused to comply,” he told reporters after a Cuepacs meeting yesterday.
Thus, Omar said Cuepacs had given them the green light to work to rule from 8am to 5pm and then do part-time jobs if necessary.
He said the support staff should not be denied their financial dues, especially when the Government had stated that Malaysia has recovered from the economic crisis.
Omar said he was told by Chief Secretary to the Government that the Public Service Department had not issued a directive ordering department heads to stop paying overtime to workers.
On another matter, Omar said Cuepacs wants civil servants facing disciplinary action to be heard by their respective department’s disciplinary board first.
“Now, there is none of this. Civil servants are usually sacked after being given a show-cause letter.
“We want a fully functional board to hold hearings first so that the employee can give his side of the story,” he added.
On another issue, Omar said Cuepacs would hold a meeting soon to discuss a remark made by its secretary-general Ahmad Shah Mohd Zin, reported on Monday, about the rising dominance of female staff in the public sector.
“Cuepacs respects the role of women in the civil service. The role of both sexes is very important,” Omar said.
