KUCHING: Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (CUEPACS) meminta Kerajaan Perikatan Nasional (PN) meneliti kembali perkara yang telah diumumkan dan dirancang oleh kerajaan terdahulu berhubung agenda pemerkasaan serta peningkatan kebajikan penjawat awam di negara ini.

Presidennya, Adnan Mat, berkata kongres itu mendengar keluhan dan kekecewaan penjawat awam kerana perkara yang dirancang melibatkan agenda pemerkasaan dan kebajikan pekerja sektor awam tidak dapat dilaksanakan ekoran perubahan landskap politik dan kerajaan memerintah.

“Antara perkara yang telah diumumkan tetapi tidak dilaksanakan sehingga kini ialah Kenaikan Gaji Tahunan (KGT) bersamaan satu KGT secara khas kepada semua penjawat awam, di samping KGT biasa setiap tahun berkuatkuasa 1 Julai 2018.

“Kedua, pemendekan kenaikan pangkat secara ‘time based’ kali kedua daripada 13 tahun kepada 10 tahun berkuatkuasa 1 Januari 2018.

“Penebusan awal Gantian Cuti Rehat (GCR) sebanyak 75 hari untuk ganjaran wang tunai bagi penjawat awam yang telah berkhidmat sekurang-kurangnya 15 tahun dan permohonan penyamarataan tambahan Elaun Sara Hidup (COLA) di antara Sabah, Sarawak dan Semenanjung Malaysia sebanyak RM50 yang diletakkan dalam Elaun Wilayah,” katanya.

 

Bercakap kepada pemberita selepas Majlis Apresiasi Bagi Petugas Barisan Hadapan dan Majlis Bersama Ketua-ketua Jabatan di Pejabat CUEPACS Sarawak di sini, semalam, beliau berkata kesatuan itu sehingga kini masih tidak menerima sebarang jawapan kukuh mengapa perkara tersebut tidak dapat dilaksanakan. 

Adnan berkata perkara tersebut tidak melibatkan implikasi kewangan yang besar kepada kerajaan sekiranya dilaksanakan, memandangkan kerajaan sebelum ini menyatakan bahawa kedudukan kewangan negara sekarang masih kukuh walaupun berhadapan dengan pandemik COVID-19.

“Kami merayu dan memohon pertimbangan kerajaan untuk melaksanakan segera semua perkara yang telah diumum dan dirancangkan untuk penjawat awam sebelum ini,”  katanya.

Pada majlis itu, beliau menyampaikan sijil penghargaan kepada 25 agensi kerajaan dan persatuan yang memainkan peranan sebagai petugas barisan hadapan semasa tempoh Perintah Kawalan Pergerakan (PKP) dalam membendung penularan wabak COVID-19. – BERNAMA

Covid-19: Cuepacs wants depot staff welfare to be prioritised

KUALA LUMPUR, May 27 — The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) has urged the government to provide sufficient personal protective equipment (PPE) to all Immigration Detention Depot (DTI) personnel to prevent the risk of Covid-19 infection.

Cuepacs president Adnan Mat said that on-site clinics must also be set up at DTIs, with Health Ministry officers in place, for Immigration Department officers to seek reference and advice on safety, as well as to monitor compliance on standard operating procedures in handling patients or detainees.

He said although the situation at the DTIs was under control, Cuepacs had received complaints of officers on duty who were always afraid and worried for their personal safety due as not all of them knew how to handle Covid-19 positive patients.

“As such, these measures (PPE and on-site clinic) are appropriate because they can prevent an even worse risk of infection at the DTIs and motivate the field staff because their safety is not being taken lightly,” said Adnan in a statement today.Recently, an increasing number of Covid-19 cases have been reported at three DTIs, namely in Sepang, Bukit Jalil and Semenyih.

Adnan said Cuepacs learnt that there were officers on duty at the DTIs who had been quarantined for 14 days and that, during their absence, officers from other states and departments were sent to replace them.

“Imagine if these replacement staff are also directed to be quarantined if required, the department will face difficulty replacing these personnel as there will be a shortage of officers.

“Cuepacs is satisfied with the welfare of civil servants on duty at the DTIs, especially in Bukit Jalil, Semenyih and Sepang. However, it must be improved to prevent unexpected risks,” he said.

Adnan also advised all parties, especially non-governmental organisations (NGO), who criticised government measures in conducting operations to arrest and detain illegal immigrants, to stop making negative accusations as if their actions were discriminatory.

“It must be reminded that all measures taken by the authorities in detaining illegal immigrants were to ensure the safety and security of the people and the country, especially with regard to the spread of Covid-19.

“All parties, particularly NGOs, are supposed to give support to frontliners involved and not make baseless criticisms. The country’s priority is certainly to curb the spread of Covid-19 and to take care of the nation’s sovereignty,” he said. — Bernama

Implement RM50 allowance hike in Sabah, S’wak too – Cuepacs

KOTA KINABALU: The Congress of Union of Employees in the Public and Civil Services Malaysia (Cuepacs) has called upon the government to treat Sabah and Sarawak equally by implementing the RM50 increase in Cost of Living Allowance (Cola) for civil servants in Sabah and Sarawak.

Itspresident, Adnat Mat, said Cuepacs is working towards voicing several matters pertaining to civil servants in Sabah.

“Firstly, as announced in the past on December 2019 for budget 2020 for civil servants in the Peninsular, we have asked for an increase, or top up, or increase in income of RM50 for Cola. Cola is not available in Sabah and Sarawak,” he said.

“Therefore, Cuepacs calls upon or appeals to the government to give special consideration for Sabah and Sarawak, to also increase the income to RM50 for Sabah and Sarawak in a form of token that will be included in the regional allowance.

“This is very important so equality can be seen for civil servants in Sabah, Sarawak and the Peninsular. When the Peninsular gets a RM50 increase, we also want Sabah and Sarawak to get an additional RM50,” he explained.

Adnan added Cuepacs is also pursuing speedy implementation of government-approved matters for civil servants, including the cash award in lieu of leave (GCR) for 75 days.

Adnan also commended the civil servants in Sabah for abiding by the rules outlined by the government during the Movement Control Order (MCO) period.

“Congratulations for not having any arrest cases during MCO. That means the civil servants here are highly disciplined,” he added.

The Cuepacs President said this at the Cuepacs Appreciation Certificate presentation to Covid-19 frontliners in Sabah ceremony at Jalan Lintas here yesterday.

Organizations presented with the Cuepacs Covid-19 frontliners appreciation certificates for its members were the Sabah Medical Services Union (SMSU), Kesatuan Perkhidmatan Teknikal JKR Sabah (KPTEKS), Kesatuan Penolong Pegawai Kesihatan Persekitaran Sabah (KPPKPS), Kesatuan Pekerja-pekerja Jabatan Pertanian Sabah (SADEU), Kesatuan Guru-guru Kerajaan Sabah (KGKS), Kesatuan Kakitangan Perkhidmatan Tadbir and Awam Polis Sabah (SPACSU), Kesatuan Pegawai Tadbir Sabah (KEPTAS) and Kesatuan Sekerja Kastam DiRaja Sabah (KESKES).

Covid-19: Additional discounts on electricity bill provide wider benefits, says Cuepacs

KUALA LUMPUR, June 20 — The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) has lauded the government’s move to provide additional discounts and rebates for domestic users’ electricity bills.Its president Adnan Mat said the initiatives would provide greater and wider benefits to the people.

\He opined that the discounts given based on the electricity consumption, announced previously were less comprehensive compared to the new initiatives.“On behalf of civil servants, Cuepacs wishes to express thanks and gratitude to the government for the discounts given.“The move will help ease the burden of those affected by the Covid-19 pandemic,” he said in a statement here today.

Energy and Natural Resources Minister Datuk Dr Shamsul Anuar Nasarah today announced that a total of four million domestic users of electricity with a monthly bill of up to RM77 or 300kWh usage will enjoy free supply for three months from April under the Bantuan Prihatin Elektrik scheme.

He said the Bantuan Prihatin Elektrik additional aid would cost RM942 million, bringing to RM2.2 billion the total discounts given to consumers for the period April 1 to September 30. — Bernama

SHAH ALAM - Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (Cuepacs) menyifatkan kelulusan Bantuan Prihatin Elektrik tambahan berjumlah RM942 juta kepada 7.66 juta pengguna elektrik dalam kategori domestik di semenanjung membuktikan kerajaan sentiasa mendengar keluhan dan pandangan rakyat.

Presidennya, Adnan Mat berkata, keputusan memberikan pengecualian dan potongan bayaran bil elektrik untuk tempoh tiga bulan (April, Mei dan Jun) itu dilihat mampu memberikan manfaat berbanding pemberian diskaun mengikut blok penggunaan elektrik sebelum ini.

Menurutnya, pemberian diskaun mengikut blok penggunaan seperti sebelum ini tidak begitu menyeluruh dan perlu dinilai semula bagi membolehkan rakyat mendapat manfaat.

“Ini kerana sepanjang tempoh Perintah Kawalan Pergerakan (PKP) yang dilaksanakan keberadaan rakyat di rumah meningkat hampir 100 peratus berbanding hari biasa sekali gus menyebabkan penggunaan elektrik bertambah selain perlu bekerja dari rumah.

“Pemberian diskaun juga dilihat semakin berkurangan sekiranya penggunaannya lebih tinggi sekali gus menjadikannya tidak praktikal,” katanya dalam kenyataan di sini hari ini.

Dalam pada itu, Adnan turut menzahirkan penghargaan kepada pihak Tenaga Nasional Berhad (TNB) yang sentiasa terbuka untuk memberikan insentif lebih baik kepada rakyat tanpa memikirkan keuntungan semata-mata.

Katanya, tanggungjawab tersebut membuktikan bahawa TNB sentiasa bersama rakyat dalam membantu di saat semua pihak menghadapi kesukaran meskipun menerima pelbagai kritikan ekoran kekeliruan maklumat yang disalurkan.

“Justeru, Cuepacs berharap semua pihak yang menghadapi masalah kekeliruan bil elektrik mereka untuk tampil bertemu atau bersemuka dengan pihak TNB di Kedai Tenaga atau mana-mana cawangan TNB berhampiran bagi menyelesaikan kekeliruan.

“Usahlah menggunakan medium sosial media untuk melontarkan pandangan yang tidak berasas hingga mencetuskan kegusaran kepada rakyat selain sentiasa mengamalkan penjimatan bagi mengelakkan daripada terbeban dengan apa yang dicipta sendiri,” katanya.

Kadar penggunaan rendah menikmati diskaun lebih banyak

KUALA LUMPUR, 19 Syawal 1441H, Khamis – Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (CUEPACS) menggesa syarikat utiliti Tenaga Nasional Berhad (TNB) menilai kembali kadar diskaun bil elektrik yang ditawarkannya kepada pengguna sepanjang pelaksanaan Perintah Kawalan Pergerakan (PKP).

Presiden CUEPACS Adnan Mat berkata berdasarkan tawaran diskaun pada 50, 25, 15 dan dua peratus mengikut kadar penggunaan itu, hanya pelanggan yang mempunyai kadar penggunaan rendah menikmati kadar diskaun yang lebih banyak.

“Hanya sedikit sahaja yang layak menikmati kadar diskaun maksimum kerana TNB sendiri telah menjangkakan kadar penggunaan lebih tinggi disebabkan orang ramai banyak menghabiskan masa di rumah. Pada pandangan CUEPACS, kadar diskaun perlu diberikan sekitar 25 peratus hingga 50 peratus daripada jumlah bil tanpa mengambil kira jumlah penggunaan,” katanya dalam kenyataan hari ini.

Menurut Adnan, inisiatif itu dapat membantu semua pihak dalam situasi rakyat yang terhimpit akibat penularan COVID-19 termasuk kehilangan kerja dan punca pendapatan ketika PKP.

Bernama pada 8 Jun melaporkan lebih 80 peratus pelanggan TNB mendapat diskaun antara 15 dan 50 peratus mengikut penggunaan kadar elektrik dengan had maksimum 600 kilowatt (kw) sebulan dari tempoh 1 April hingga 30 Sept 2020.

Di bawah pakej PRIHATIN, syarikat utiliti tersebut menawarkan diskaun 50 peratus bagi penggunaan tenaga bawah 200 kw, 25 peratus (201-300 kw) dan 15 peratus (301- 600 kw).

Kerajaan juga memutuskan untuk memberi diskaun dua peratus kepada semua pengguna lain dalam kategori perdagangan, perindustrian dan pertanian spesifik serta pengguna domestik bagi penggunaan elektrik pada tempoh tersebut.

Adnan juga berkata TNB perlu memberi perhatian serius terhadap isu itu bagi mengelakkan kekeliruan atau penindasan kepada rakyat. – Bernama

KUALA LUMPUR: The Congress of Union of Employees in the Public and Civil Services (Cuepacs) has urged the government to resume the services of 603 contract workers in government agencies whose contracts have either expired or will expire soon.

Cuepacs president Adnan Mat said it was learned that out of the total, 265 of them had seen their contracts expire, while the contracts of another 338 were ending soon.

“Cuepacs has received numerous complaints from contract workers at government agencies on concerns over the renewal of their contracts despite performing well at work.

“In this regard, Cuepacs has appealed to Prime Minister Tan Sri Muhyiddin Yassin that all contract workers, especially those who have had their contracts ended, to been reinstated, while those whose contracts are set to end soon, to be renewed,” he said in a statement here today.

Adnan said contract workers were also civil servants, adding that some of them had served for five to ten years in their respective agencies with full dedication, hence it would only be fair to have their contracts extended.

He said the contract workers involved should not be dismissed, but rather, the government’s human resources should be re-evaluated and reorganised by placing these individuals in ministries or agencies with critical needs.

He said the effort would not only reduce unemployment but enable these ministries and agencies to work more efficiently to help the government in reviving the country’s economy.“During this time when the country is entering the phase of the Recovery Movement Control Order (RMCO), it is apt for their contracts to be renewed to help the government provide good service to the people and implement the national economic recovery plan,” he added. – Bernama

Cuepacs urges govt to expedite replacement pay scheme for civil servants

KUALA LUMPUR, May 31 —- The Congress of Unions of Employees in the Public and Civil Services (Cuepacs) has called on the government to expedite the implementation of early redemption of Accumulated Leave of GCR (Gantian Cuti Rehat) as announced in the 2020 Budget last year.

Its president Adnan Mat said the implementation of early redemption of GCR for up to 75 days as replacement pay would involve civil servants who have at least 15 years of service and it was originally scheduled to take effect on Jan 1, this year.

He said the government needed to expedite the amendments to the Pensions Regulations 1980 to enable the move to be implemented.

“We have voiced our concerns in the past, however, until now there is no news on the matter.“Cuepacs understands the constraints faced by the government due to the spread of the Covid-19 pandemic and the implementation of the Movement Control Order (MCO).

“However, about 70 to 80 per cent of civil servants in various departments and ministries have been working as usual during the period,” he said in a statement today.

He hoped that the matter would be resolved soon and not to be carried forward to next year as part of the new budget.

“Every promise or plan announced in the budget should be given due consideration,” he said. — Bernama

KUALA LUMPUR: Pemberian elaun khas kepada penjawat awam yang bekerja dari rumah, ialah antara insentif sesuai untuk membantu sektor awam mengadaptasi normal baharu dalam perkhidmatan.

Ketua Setiausaha Negara, Datuk Seri Mohd Zuki Ali, berkata elaun khas itu bagi membantu penjawat awam menanggung sebahagian daripada kos utiliti mereka di rumah.

Beliau berkata, apabila bekerja dari rumah menjadi normal baharu, kerajaan dapat melakukan penjimatan dari segi kos utiliti kerana jumlah penjawat awam di pejabat berkurangan.

"Kurangnya pegawai atau penjawat awam hadir ke pejabat dapat menjimatkan bil utiliti jabatan. Namun apabila penjawat awam berkhidmat dari rumah, mungkin kos utiliti mereka naik seperti kos elektrik.

"Dengan penjimatan di jabatan itu, kita boleh pertimbang untuk memberi elaun khas kepada penjawat awam yang berkhidmat dari rumah supaya mereka dapat memberi perkhidmatan lebih baik lagi.

"Ini naratif yang kita perlu fikir pada masa depan jika normal baharu perkhidmatan awam ini dapat diterima kerajaan," katanya.

Beliau berkata demikian dalam rancangan #BicaraNaratif mengupas topik 'Norma Baharu Perkhidmatan Awam' yang disiarkan secara langsung menerusi Facebook Radio Televisyen Malaysia (RTM), malam ini.

Perkhidmatan awam mengalami budaya kerja baharu atau normal baharu susulan kerajaan melaksanakan Perintah Kawalan Pergerakan (PKP) bagi menangani penularan COVID-19.

PKP yang dilaksanakan pada 18 Mac lalu menyaksikan hampir keseluruhan urusan perkhidmatan awam ditangguhkan dan kerajaan terpaksa memperkenalkan cara kerja baharu, iaitu bekerja dari rumah bagi bidang tertentu.

Mohd Zuki berkata, penerapan normal baharu dalam perkhidmatan awam bagaimanapun tetap memerlukan sokongan ketua jabatan atau perkhidmatan yang berfikiran kreatif, fleksibel dan bersedia menerima perubahan.

Beliau berkata, setiap pembaharuan dan perubahan terhadap budaya kerja termasuk normal baharu perkhidmatan, perlu dimulakan pihak atasan, khususnya ketua jabatan atau ketua perkhidmatan.

"Kita perlu mengambil contoh Yang di-Pertuan Agong bersama Perdana Menteri menunjukkan amalan baik apabila mereka berbincang menggunakan sidang video.

"Ini contoh yang baik. Ketua jabatan perlu mengambil contoh daripada pemimpin tertinggi ini dan menjadi iktibar bagaimana mereka mengadaptasi perkara baharu dalam perkhidmatan.

"Yang mustahak, ketua jabatan boleh memikirkan bagaimana hendak memastikan normal baharu perkhidmatan awam boleh dilaksanakan sebaik mungkin," katanya.

Beliau turut mengingatkan penjawat awam supaya mengutamakan integriti dalam perkhidmatan bagi menjaga rahsia kerajaan, terutama yang membabitkan maklumat dan rahsia sulit.

"Jika kita berpegang kepada nilai integriti, insya-Allah perkara seperti kebocoran maklumat ke luar tidak akan berlaku.

"Penjawat awam perlu ingat aku janji yang ditandatangani apabila mula melapor diri berkhidmat dan bertugas. Kita ada janji kita, pegang konsep ini," katanya.

Katanya, jika penjawat awam berpegang teguh kepada nilai integriti, mereka juga akan bersikap amanah ketika berkhidmat seperti tidak melakukan kerja lain ketika bekerja dari rumah.

Dalam hal ini, beliau berkata, ketua jabatan atau perkhidmatan boleh mencari jalan bagi memastikan penjawat awam tidak culas ketika bekerja dari rumah.

"Mungkin perlu menyediakan sistem login masa bekerja dan memberi tugasan dalam tempoh tertentu serta perlu disiapkan dalam waktu tertentu," katanya.

Mohd Zuki turut mengambil kesempatan mengucapkan Selamat Hari Guru kepada guru di seluruh negara yang akan menyambut perayaan itu, Sabtu ini.

PUTRAJAYA: Between 15% and 35% of civil servants are working in the office although the conditional movement control order that was enforced on May 4 allows government offices to resume full operation, says Public Service Department (PSD) director-general Datuk Mohd Khairul Adib Abd Rahman.

He said this data showed that the actual work situation was not as described by certain people.

He cited several examples of the number of staff working in the office.

For the Energy and Natural Resources and Federal Territories ministries, the workforce is only 15%.

At the Housing and Local Government Ministry, the percentage of civil servants who returned to the office is 29%.

For the Transport Ministry, it is 27%, Home Ministry (38%), Defence Ministry (27.5%), Higher Education Ministry (35%) and Works Ministry (30%).

“The data shows that although government offices are now in full operation, the approach taken by department heads is to minimise the presence of staff in the office by asking most employees to work from home.

“The flexi-hour and work from home options are being practised at government offices to support continued efforts to curb the spread of Covid-19,” he said yesterday.

“While these working options are in practice, ministries and departments must ensure the government’s delivery system functions fully and that department heads are to use their discretion in managing their human resources.

“The PSD hopes that those dealing with government offices will adhere to the new normal by following guidelines that have been issued by the National Security Council, Health Ministry and the relevant ministry and departments,” said Khairul Adib.

On Monday, Cuepacs claimed that government offices in Putrajaya had more than 60% of staff working.

Its president Adnan Mat this was a cause for concern for Cuepacs because only a minimal number

of staff should be working in the office.

“Cuepacs wants department heads to restructure the work schedule and management so that more civil servants are working from home. Only those whose work is in line with efforts to revive the economy should be working from the office,” he said.

Adnan proposed that only those who were truly healthy be given office duties for now and those with illnesses such as diabetes and hypertension, and over 50 should work from home.
