KUANTAN: Some heads of government departments in several states are making it difficult for staff to be promoted, claims Cuepacs.
Its president Omar Osman said these heads of departments would impose additional terms and conditions before they promoted their staff.
“This is not in line with the decision made by Prime Minister Datuk Seri Najib Tun Razak last year to put into place a time-based service scheme for those in the supporting staff group who have served 15 years,” he told reporters after opening the Pahang Cuepacs triennial conference here yesterday.
Also present was Pahang Cuepacs president Kamarozaman Abdul Razak.
Omar added that Cuepacs branches nationwide had been directed to compile reports and identify such department heads.
“They simply want to show off their power. We will compile all the reports from states and submit them to the higher authority. Even the Public Service Department wants to know who these people are,” he said.
In May last year, Najib announced the move that took effect on July 1, benefitting 176,066 officers.
Omar also said he had received a memorandum from the Pahang Cuepacs, which had expressed unhappiness with the state’s move to re-deploy civil servants, starting with secretaries of local authorities.
“They are not against the transfer but the way it is being done. It is untimely and sudden. There were those who were given only two days’ notice before the transfer.
“This caused hardship and unhappiness, which may affect their performance. Some are are going to retire in the next few years and others face difficulties in moving their families to a new location,” he said, urging the state government to postpone and review the exercise.
Pahang State Secretary Datuk Muhammad Safian Ismail had announced on April 2 that the state government would carry out a major re-deployment exercise involving its officers as part of efforts to upgrade work quality.

Yes all right here. Up people dont look down-down. Give more elaun to down people more good banding dengan give top one. Gomen think every people in gomen can buy thing at Alamanda? No elaun is small need higher ok?
