KANGAR: Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (Cuepacs) mengingatkan ketua-ketua jabatan dalam perkhidmatan awam agar sentiasa menjaga integriti mereka sewaktu menjalankan tugas.
Presidennya Datuk Adnan Mat berkata pihaknya menerima aduan terdapat penjawat awam di Perlis diugut untuk ditukarkan atau diberi petunjuk prestasi utama (KPI) rendah selepas memberi teguran kepada ketua jabatan mereka.
"Justeru kami memohon ketua-ketua jabatan ini
agar dapat membetulkan kembali sistem perkhidmatan mereka memandangkan penjawat awam merupakan tunjang kepada kerajaan," katanya kepada pemberita selepas Perhimpunan Penjawat Awam Negeri Perlis Bersama Presiden Cuepacs yang berlangsung di Hotel Regency di sini hari ini.
Adnan berkata Cuepacs tidak teragak-agak mengambil tindakan selanjutnya terhadap ketua jabatan tersebut sekiranya masalah ini berterusan.
"Kalau berlaku lagi keadaan seperti ini, Cuepacs tidak teragak-agak untuk ambil tindakan dan membuat laporan dengan lebih terperinci," katanya.

Cuepacs calls for better pay to help civil servants cope

KOTA KINABALU: Cuepacs has urged the government to implement three crucial measures to assist civil servants affected by the increase in the price of goods.

Cuepacs president Adnan Mat said the measures were implementing a RM1,800 minimum wage, two annual salary increments, and a new and more effective remuneration system.

“We are always grateful to the government for implementing several key measures to address the increase in the price of goods. However, at the moment, we are still unable to cope with our current financial position and salary,” he said.


“This is crucial as the government, along with the private sector, are the catalyst for the country’s development,” he told reporters after attending the civil servant’s assembly here today.

Adnan said the minimum wage would facilitate the government achieving the household income target of RM10,000 a month, which was one of the government’s targets in the 12th Malaysia Plan to make Malaysia a high-income nation by 2025.

On the proposed new remuneration system, Adnan said that the existing 20-year-old Malaysian remuneration system was viewed as being ineffective and inappropriate in the current situation.

“It is hoped that the government would consider our proposals for a new public sector remuneration system, which includes the minimum wage, annual increments, promotions as well as minimum Grade 19 to provide a more comfortable and fair income to assist civil servants,” he said.

The current civil service salary scheme was implemented in November 2002.

Upgrade system, add manpower to shorten passport waiting time, says Cuepacs

PETALING JAYA: Cuepacs urged the government today to improve the immigration department’s (JIM) passport application system to ensure that it delivers a smooth and efficient service.

Its president, Adnan Mat, said adopting the latest system should help the department improve its services.

The umbrella body for civil service unions made the statement after outraged passport applicants complained about long waiting hours in queues from early morning at the home ministry’s (KDN) complex at Setia Tropika in Johor Bahru.Adnan also urged the government to increase the department’s manpower as soon as possible to avoid the Johor ruckus from happening again, adding that this was crucial as JIM had to expand its operational hours.

He also called on members of the public to refrain from taking to social media to vent their grievances over the department’s alleged failure in improving its services. He said their claims were baseless and tarnished the department’s credibility.Adnan explained that Cuepacs itself went to Johor to get the actual picture of what transpired, and learnt that the department had extended its operating hours for its services nationwide until 10pm. It had even opened up services in Peninsular offices on Saturdays until 12.30pm.

“Cuepacs would like to advise the public to plan their overseas travel and avoid making sudden holiday plans, since sudden and last-minute plans will create difficulties for many parties,” he added.

Cuepacs to propose rise in minimum salary of civil servants to PM

SIBU (May 22): Congress of Unions of Employees in the Public and Civil Services (Cuepacs) president Datuk Adnan Mat wants to highlight their proposal to raise the minimum monthly salary of civil servants to RM1,800 to the Prime Minister during the ‘Hari Bomba’ 2022 celebration in Penang today.

This was disclosed by Cuepacs secretary-general Tuan Abdul Rahman Mohd Nordin who said their president will also voice the other proposal on the two yearly increment for public servants earning more than RM1,800 monthly to Datuk Seri Ismail Sabri Yaakob.

“Our president will take the opportunity to meet up with the Prime Minister who will be officiating at the national level ‘Hari Bomba’ 2022 in Kepala Batas, Penang tomorrow,” he told reporters after the ‘Randau Isu-Isu Semasa Bersama Presiden Cuepacs Malaysia’ at Paramount Hotel here yesterday.

Abdul Rahman pointed out that civil servants earning a monthly salary of RM5,000 and below are very much affected by the higher cost of living.

Cuepacs, he added, has also urged the government to control prices of goods, where the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) can put the lid on the prices of key food items such as flour, sugar and rice.

He reiterated Cuepacs’ call for the government to implement the new remuneration system soon in the light of the higher cost of living.

The current size of the country’s civil service stands at 1.6 million people.

Meanwhile, Cuepacs Sarawak chairman Omar Bahrain Unin said the key objective of the event was to invite officials from Cuepacs at the national level to share on current issues related to civil servants, what have been requested by Cuepacs to the government and what may be expected to be announced by government to all civil servants.

He pointed out that, with a minimum salary of RM1,800 coupled with some fixed allowances, civil servants are expected to draw a monthly salary of RM2,300 to RM2,400.

“In this regard, they will be above the national poverty line income of RM2,208 per month,” he said.

Why 3-month wait before new civil servants get paid, asks Cuepacs

PETALING JAYA: Waiting for three months before new civil servants get their salaries in this internet age is totally unacceptable, said Cuepacs.

The umbrella body for civil service unions said even long before the internet age, when documents were sent via post or fax which required manual entries, it also took three months.


“I agree there are procedures but the government must explain why it takes three months for the salaries to be paid, with everything, including interviews and sending of documents, being done online,” Cuepacs secretary-general Abdul Rahman Nordin told FMT.

He said they had received complaints from the recent intake of teachers that

“It is not really easy surviving in a new place with insufficient or limited funds. It can affect performance.”

Rahman said the government has the funds as the appointments were only made after the budget is approved, adding that it should not take more than a month before the new teachers start getting their salaries.

He said the government had emphasised the need for cutting red tape in its administration in the past.

“I urge the government to revamp its system to ensure new civil servants are not burdened financially by having to wait so long for their salaries,” he said.

Bantuan Khas bukti penghargaan kerajaan - Cuepacs

Kuala Lumpur: Pemberian Bantuan Khas Kewangan Aidilfitri sebanyak RM500 adalah bukti penghargaan kerajaan atas usaha keras penjawat awam dalam menjalankan tanggungjawab dengan penuh amanah kepada rakyat, kata Presiden Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (Cuepacs) Datuk Adnan Mat.

Beliau berkata, dengan pemberian itu, semua penjawat awam diharap dapat meneruskan momentum kecemerlangan dalam menjalankan tanggungjawab masing-masing bagi menjayakan agenda pemulihan ekonomi serta dasar prihatin rakyat.

"Dengan keprihatinan kerajaan ini, penjawat awam harus kekal fokus kepada tugas dan sudah pasti kerajaan menuntut kepada produktiviti dan integriti," katanya dalam kenyataan hari ini.

Adnan berkata, Cuepacs percaya bantuan berkenaan akan memberi manfaat dan kesan secara tidak langsung kepada ekonomi negara apabila ia dibelanjakan untuk membeli barangan keperluan khususnya di musim perayaan yang memanfaatkan peniaga kecil, pasar raya besar dan sektor ekonomi lain.

Dalam masa sama, beliau berharap semua pihak berlapang dada dan tidak mempertikaikan keputusan kerajaan memberikan bantuan itu kerana kerajaan adalah majikan kepada penjawat awam.

Perdana Menteri Datuk Seri Ismail Sabri Yaakob hari ini mengumumkan kerajaan bersetuju memberikan Bantuan Khas Kewangan Aidilfitri kepada semua penjawat awam Gred 56 dan ke bawah, termasuk kakitangan di bawah skim Contract Of Service, Contract For Service, pegawai sambilan harian serta lantikan di bawah MySTEP.

Bantuan sebanyak RM250 turut diberikan kepada pesara kerajaan dan pembayaran akan dibuat bersama dengan pembayaran gaji April iaitu pada 25 April ini.

Cuepacs: Special Aidilfitri aid proof of govt’s appreciation for civil servants’ hard work

KUALA LUMPUR, April 5 — The special Aidilfitri aid of RM500 is proof of the government’s appreciation for the hard work of civil servants in discharging their duties and serving the people in a responsible and trustworthy manner, Congress of Unions of Employees in the Public and Civil Services (Cuepacs) president Datuk Adnan Mat said.

As such, he said it is hoped that all civil servants would continue the excellent momentum in their efforts to ensure the success of the government’s economic recovery agenda dan people-centred policies.

“With the government showing its concern, the civil servants must remain focused on discharging their duties while maintaining productivity and integrity,” he said in a statement today.

Adnan said Cuepacs believed the cash aid would indirectly bring about a positive impact on the country’s economy when it is spent to buy essential items for the festive season, which may also benefit petty traders, hypermarkets, and other economic sectors.

At the same time, he also expressed hope that all quarters would view the special Aidilfitri aid with an open mind and not to dispute the decision as the government is the employer of civil servants.

Earlier today, Prime Minister Datuk Seri Ismail Sabri Yaakob announced that the government had agreed to give a special Aidilfitri aid of RM500 to all civil servants on Grade 56 and below, including those on Contract of Service and Contract for Service, part-time daily paid officers and appointments under MySTEP.

He said government pensioners would get a similar aid of RM250 and the aid will be paid together with the April salary on April 25, 2022. — Bernama

Segerakan kenaikan gaji penjawat awam, elak amalan rasuah - Cuepacs

MELAKA: Kongres Kesatuan Pekerja-Pekerja Di Dalam Perkhidmatan Awam (Cuepacs) meminta kerajaan menguatkuasakan segera gaji minimum RM1,800 bagi mengekang gejala rasuah dalam kalangan penjawat awam.
Setiausaha Agungnya, Abdul Rahman Mohd Nordin berkata,

pihaknya telah mengemukakan cadangan kenaikan gaji minimum daripada RM1,200 kepada RM1,800 kepada Ketua Setiausaha Negara, pada 16 Februari lalu. “Kita berharap memorandum yang Cuepacs hantar itu dapat mengurangkan amalan yang tidak berintegriti sebab kes rasuah merugikan pendapatan negara.
“Memang Cuepacs bimbang kerana amalan ini kadang-kadang tidak nampak, tetapi bila dilihat pada peningkatan kes itu kebimbangan jelas semakin meruncing kerana imej negara perlu dijaga,” katanya.
Beliau berkata demikian selepas seminar memahami keperluan dan cabaran penjawat awan dalam persekitaran norma baharu di Banda Hilir di sini, hari ini.
Antara kandungan memorandum itu, kata beliau ialah semakan semula gaji penjawat awam dengan kenaikan antara tujuh hingga 30 peratus.
Menurutnya, menerusi memorandum yang dikemukakan kepada kerajaan itu, masalah gaji penjawat awam yang rendah akan dapat diatasi, sekali gus mengekang amalan rasuah.
Cadangan semakan itu, jelasnya, dikekalkan sebagaimana kenaikan yang pernah dilaksanakan kerajaan pada 2012.
Turut dicadangkan katanya ialah semakan terhadap beberapa elaun seperti perumahan dan sara hidup.
Semakan itu juga ujarnya, dianggap perlu memandangkan ia tidak pernah dilakukan sejak 10 tahun lalu.
Abdul Rahman dalam masa sama mengakui, terdapat segelintir daripada 1.6 juta penjawat awam terjebak dalam kegiatan rasuah yang berpunca berikutan tekanan hidup.

Cuepacs gesa identiti penjawat awam rasuah tidak didedah

MELAKA: Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (Cuepacs) meminta supaya identiti penjawat awam yang didakwa di mahkamah membabitkan rasuah tidak didedahkan kepada umum.

Setiausaha Agungnya, Abdul Rahman Mohd. Nordin berkata,


pendedahan itu tidak wajar dilakukan kepada penjawat awam yang belum disabitkan kesalahan, kerana ia hanya akan mencemarkan imej individu serta agensi terlibat.

“Kadang-kadang mereka ini baru dituduh dan belum disabitkan kesalahan, jadi saya nak komen sikit tidak perlulah hebahkan identiti dia.

“Mereka ini akan berasa tertekan dengan keadaan, imej dia, keluarga. Kalau sudah disabitkan bersalah itu, lainlah,” katanya pada sidang akhbar selepas seminar anjuran Lembaga Pembangunan Pelaburan Malaysia (MIDA) di Banda Hilir, di sini hari ini.

Mengulas lanjut, beliau berkata, pendedahan identiti juga akan memberikan tekanan persekitaran kepada individu terlibat yang terpaksa mengambil tempoh masa lama untuk membaiki semula kepercayaan masyarakat.

“Bila berlaku kes (orang kena tuduh) tidak mengaku, dia akan makan masa sampai lima hingga enam tahun untuk baiki hubungan dengan masyarakat. Kalau boleh elakkanlah menghebahkan identiti penjawat awam itu sebelum dia dijatuhi hukuman,” jelasnya.

Dalam pada itu, Abdul Rahman turut meluahkan kebimbangan terhadap peningkatan kes rasuah dalam kalangan 1.6 juta ahlinya, khususnya mereka yang menjawat jawatan tinggi.

Katanya, sehubungan itu juga, Cuepacs telah menghantar satu memorandum kepada Kementerian Sumber Manusia pada 16 Februari lalu untuk membincangkan semula kenaikan gaji minimum Malaysia kepada RM1,800 bagi mengekang gejala rasuah. –

Cuepacs: EPF withdrawal should be last resort

ALTHOUGH the government has allowed people to make a fourth withdrawal from the Employees Provident Fund (EPF), it should be a last resort for contributors.

Congress of Unions of Employees in the Public and Civil Services (Cuepacs) secretary-general Abdul Rahman Mohd Nordin urged contributors to seek alternatives to cope with their financial commitments before dipping into their retirement savings.


"As the country transitions to the endemic phase, the economy is gradually recovering.

"Economic sectors, such as airlines and tourism, that were previously grounded by the Covid-19 pandemic will resume operations soon. So, don't be hasty in using up all your hard-earned savings now.

"Civil servants, especially, have very few reasons to withdraw from their EPF savings since they have a stable job and are not enduring any pay cut.

"So, please think it through before spending your EPF money," he told the New Straits Times.

Ismail Sabri Yaakob on Wednesday announced that contributors could apply to withdraw up to RM10,000 from their EPF savings.

EPF said contributors aged 55 and below were eligible to apply for the special withdrawal between April 1 and 30.

Apart from the age limit, the statutory body did not specify any other criteria to make a withdrawal.

Since the Covid-19 pandemic hit Malaysia in 2020, some 7.34 million contributors have withdrawn RM101.1 billion from the fund through the i-Lestari, i-Sinar and i-Citra schemes.

In October 2021, EPF chief strategy officer Nurhisham Hussein said almost half of EPF members had less than RM10,000 in their accounts.

After i-Citra was introduced in June 2021, total withdrawals by EPF members, which amounted to RM99.5 billion, surpassed total contributions, at RM53.9 billion, for the first time.

Social activist Tan Sri Lee Lam Thye said the government should have mulled other alternatives to help those affected, including spurring job creation and incentivising entrepreneurial activities.

"Although the EPF withdrawal may seem like a quick fix, it does not augur well for the long-term interest of contributors.

"The government should step up hiring programmes and offer low-interest loans to those planning to start businesses.

"If most contributors end up depleting their savings now, then the government must roll out support measures for them during their old age. This will put a strain on the national coffers."

Associate Professor Dr Ahmed Razman Abdul Latiff from the Putra Business School called on the government to offer counselling through either the EPF or the Credit Counselling and Debt Management Agency, before approving withdrawals from EPF.

"Many contributors often overlook other alternatives to solve their financial woes. Most opt to withdraw their EPF savings to repay debts or to manage daily financial expenses.

"A better option to resolve these monthly commitments would be to restructure expenses."If EPF contributors are given such crucial advice, I believe very few would opt to spend their savings."

2.       Tarikh dikehendaki diserahkan / disempurnakan : 23 MAC 2022, tidak lewat dari jam 5.00 petang. Sebutharga mestilah dimasukkan kedalam satu sampul berlakari dan bertanda, Sebutharga No 2/2022

 

3.       Semua perbekalan barangan ini hendaklah dihantar terus ke Ibu Pejabat CUEPACS Jalan Gajah Off Jalan Yew Pudu Kuala Lumpur.

 

4.       Jawatankuasa setuju terima sebutharga/tender tidak terikat dengan mana-mana tawaran harga terendah atau sebarang bentuk yang difikirkan memuaskan hati penender.

 

5.       Sebutharga hendaklah sah selama 30 HARI selepas itu.
