CUEPACS ON CORRUPTION: CIVIL SERVANTS NEED TO BUCK UP

PETALING JAYA: Civil servants need to re-assess their roles to remedy the tarnished image which the public has on government officers’ involvement in corrupt practices.

In giving this advice, Congress of Unions of Employees in the Public and Civil Services (Cuepacs) president Datuk Omar Osman told The Malay Mail it was not the lack of supervision at government agencies but rather a more underlying need for civil servants to review their job function in order to achieve a graft-free work environment.

Citing an example, he said an officer with the same department for 10 to 15 years was more likely to be involved in bribery as the officer would have attained much power during the long tenure.

“As government employees, we sign the civil service agreement to uphold the civil service pledge. Officers should not, for monetary gains, sacrifice their image and respect for oneself. They should not let illegal gains get in the way of their duties and let go of the offenders. There should be no compromise,” said Omar.

On allegations of widespread graft, he also said one cannot solely push the blame to civil servants.

“When carrying out their duties, officers do encounter risks and are sometimes threatened. With no one paying attention to them, sometimes they are afraid as they don’t have insurance and protection, especially when coming across thugs. Feeling defeated, they sometimes do not dare to report the incident,” said Omar.

He also said civil servants should not collaborate with bribe-givers but report them to the authorities or to the Malaysian Anti-Corruption Commission (MACC).

He said Cuepacs supports MACC at eradicating corruption, and called on civil servants to be the "eyes and ears" to MACC in reporting bribes offered.

“To curb corruption is not easy but if every civil servant re-looked their roles and objectives, we can certainly bring the level of corruption down.”

Omar said civil servants needed to work together across all levels and have proper discussions and debate to instill responsibility.

He also said the rules and systems at government agencies should be reevaluated, with tighter security and stricter procedures when dealing with people entering and leaving government premises and at places where contacts can be made.

“Not all civil servants are involved in graft and the public should not group those who are not involved with those who are corrupt. Those involved in receiving bribes are just a handful, but it affects the image of the civil service in general. However, civil servants should not take this as a hindrance but work on improving and correcting the situation.”

to reduce corruption civil servant s has to be much income by increse their salary due to implement laws...back up is matter of salary

Korupsi adalah berpunca dari sikap tamak dan kurang didikan agama. Ia berlaku tidak mengira jawatan. Kalau yang berjawatan tinggi tu nak jadi lebih kaya. Tapi kalau yang berjawatan rendah plak sama ada nak jadi kaya atau yang jawatan rendah lagi disebabkan nak belanja keperluan asas pun tidak mencukupi serta tanggungan ramai (anak-anak). Marilah sama-sama kita pikirkan. Naikkan gaji kakitangan awam belum tentu menyelesaikan masalah tapi mungkin dapat membantu kakitangan awam yang bergaji kecil. Formulanya kena kaji betul2 sebelum di aplikasikan. Tapi kalau berkemampuan apa salahnya, tapi harga barangan2 asas di pasaran perlu di kawal. Tak delah terjadi, gaji dinaikkan maka harga brang pun naik. Itu tidak menyelasaikan apa2 masalah.

Saya mewakili YBhg Presiden NUTP mendesak kerajaan naikkan gaji guru selaras sebagai tonggak kerajaan dan bebanan kerja. Dgn gaji yang tinggi, guru2 tidak perlu edar dadah lagi!

KUALA TERENGGANU: Guru bahasa Inggeris di sekolah agama di Ladang, didakwa di Mahkamah Majistret di sini, semalam atas pertuduhan mengedar dadah di rumahnya di Jalan Hiliran, awal April lalu.

Abdul Karim Mohammad, 40, dituduh mengedar dadah jenis ganja seberat 371 gram di rumahnya di Jalan Hiliran pada 6 April lalu kira-kira jam 1 pagi.

Dia dituduh melakukan kesalahan itu mengikut Seksyen 39B (1) (a) Akta Dadah Berbahaya 1952 dan sabit kesalahan boleh dihukum gantung sampai mati.
Pendakwaan di hadapan Pendaftar Kanan Mahkamah, Mohd Rusli Ahmad dijalankan Timbalan Pendakwa Raya, Zulfazliah Mahmud dan tiada pengakuan direkodkan daripada tertuduh yang mengangguk faham apabila pertuduhan dibacakan terhadapnya.

Tertuduh berpakaian lokap warna oren sempat bersalam dan mencium isterinya yang duduk di barisan depan di galeri awam ketika dibawa keluar daripada kandang tertuduh, sambil isterinya memberikan kata semangat kepadanya.

Mohd Rusli menetapkan 31 Mei untuk sebutan semula kes sementara menunggu laporan kimia.

Akhbar awal bulan ini melaporkan, guru sekolah agama di Ladang ditahan selepas polis menemui ketulan mampat ganja seberat 371 gram ketika serbuan di rumahnya di Jalan Hiliran.
Ketua Jabatan Siasatan Jenayah Narkotik (JSJN) Negeri, Superintendan Roslan Abd Wahid, berkata siasatan awal polis mendapati suspek adalah penagih dan ujian air kencing mendapati bapa tiga anak itu positif ganja dan polis tidak menolak kemungkinan suspek menjadikan pelajar sekolah sebagai sasarannya untuk menjual dadah berkenaan.

edar dadah kerana nak mewah. bukan terdesak pun. ada guru tu kata dia tak edar dadah dia tak mampu makan nasi atau tak mampu bagi keluarga makan. baik berenti jadi guru kalau rasa kerjaya mengedar dadah lebih baik dari mendidik. akal yang waras hilang jika hidup berpaksikan kemewahan dan nafsu. kerjaya sebagai penjawat awam memang bukan jalan mudah untuk dapat kemewahan. pergi buka bisnes sendiri la kalau nak kaya sangat. bersyukurlah kita ada kerja berbanding orang lain.

Naik gaji sebenarnya xperlu...tapi at least barang2 jangan ar mahal sgt...tgok kt pntai timur,cukai rendah jer...kat KL n lain2 negeri mewah sume cukai tinggi...

siapa cakap naik gaji x perlu? kalu tak tahu jgn cakap! sbb kita tak boleh bendung inflasi 100% jd untuk imbangkan kenaiakn harga kenalah naik gaji... sbb itu naik gaji tak semestinya pendapatan benar pun meningkat...

cuepacs pun makan rasuah agaknya..ada ke gred 1-16 dinaikkan ke 17..gred 17 naik ke apa?gred 17 nk dapat gred tu kena blajar..cuba geng2 ceupacs ni kaji smua gred gaji sampai 19.ADA AKAL GUNALAH.

cuba cuepacs tgk gred gaji u17..nk sara anak sorang pun xmampu..barang2 semua mahal gaji mati gred SRP..ambil kerja nak SPM.tak naik gred lagi tahun ni gak u17 sorang pun tak kan undi BN.
